Well, that's my habit to tell in bug reports some specifications I don't know if I using 64bit version of the game, how can I check it?

I have the same problem. It's kinda boring to use jetpack while collecting biome science in near space...

Game version: 0.25.0.642 System: Windows 7 x64 Problem: After quicksaving ship with opened chutes in atmosphere(Kerbin, something around 1500 meters above ground) and then quickloading - opened chutes just disappear, like they was used and not repacked. P.S.: That was disappointing start of new carrier mode Also it maybe connected with quicksaving in physical time warp x2...
