No control near the Mun, Career Mode

With both manned and unmanned craft, I usually do not have control when I'm near the Mun. I have power, solar panels, and a comms unit. Once, I did have control, but usually, I can check the status of components but not interact with them. I've *had* mods installed, (MechJeb, Protractor, and at least one robotics one), but I removed all the parts. Any ideas? Thanks!
