Chang'e 4 will be run to private investors and cooperation

The Chinese have decided to not only un-cancel Chang'e 4 but that it will be funded and coordinated by private investors. They are also looking to involve ESA a lot. It will launch after Chang'e 5 but before 2020.

The mission will be decided by the investors so there will likely be no Yutu-2, also this mission will be less nationalist then 1, 2 or 3.
