But that becomes tedious and complex when your largest rocket can only carry 25 tonnes, you will need at least 3 rockets but most likely 4 and then theirs the launch rate problem, everything has to be fired within a few days.

Either way it wouldn't matter, their's no money for the PPTS let alone a lunar lander. There's not even enough money for the robotic lunar missions.

Not necessarily, you can launch and as you launch earlier payloads can assemble, then launch humans and join up. The only exceptions would be if you used liquified fuels. low orbit decay rates are pretty predictable. The other thing is if you can collaborate with another struggling space program, you can join payloads in space.

I expected this to happen, but not anything like this soon-they hadn't even formally selected a rocket. It's probably a good thing for the program that there are now people in place willing to make these tough decisions-Koptev in particular.

In better news the Angara-5 will be receiving an hydrolox upperstage increasing it's LEO tonnage to 35 tonnes.
