The main thing that makes me skeptic is that it hasn't been replicated in 22 years after its highly public TV demonstration, or even longer (30+ years) since its invention.

Actually, it has. Well, to a degree.

The material is called aerogel. Wikipedia the stuff. Mostly for cool pictures. :) Aerogel is extremely light, and an excellent heat insulator--it passes the same blowtorch test shown in the YouTube video in the original post. Except without ablation.
