It looks like you have a variation of the crew roster freeze. Although from the looks of it, it's possible you have some mods that are incompatible with 1.0

This happens several times. Since it's in the scenario module, I would first start by looking through any mods you have that modify or give scenarios (like contracts?).

Also, is this an old save? It might be an incompatibility with mods and old saves mixed in with 1.0.

Hey Claw, That is extremely weird as, as far as I know, I do not have any mods installed on my game, and that game is a brand new one,

Wait, I fixed it, I did have some mods I forgot about. Thank-you Claw, you are a miracle worker, one more and you can become a saint !

I've had this happen if a fairing is the root part. (I think I'm seeing a pattern here.)

I was having the same problem. After reading this post I rebuilt the ship with a command pod as the root instead of the fairing and the problem went away. Thanks!
