KSP Version:1.0.0.830 Windows 64 bit

What Happens: Upgraded level 2 astronaut complex to level 3, but the maximum number of kerbals did not increase.

Mods / Add-Ons: None

Steps to Replicate:

1) Have a pre 1.0.0.830 game

2) Upgrade a Level 2 astronaut complex to level 3

Result: The maximum number of kerbals does not increase.

Fixes/Workarounds: None found
