Spacecraft action popup menu should freeze position when mouse is hovered

When a spacecraft is spinning or shaking it is usually pretty hard to right click on a specific part to invoke its action menu, but it is even harder to click on the tiny checkboxes or make adjustments.

Is there a mod which freezes the position of an invoked popup menu while the mouse is being hovered over it?
