Service Bay Weirdness...

I did a bit of checking for other similar threads and I didn't find one, so...

When I put a radial propellant tank (RCS and the like) in a service bay, it only draws from that tank when the bay is open. I don't know if this is supposed to happen, or if it's a bug... I mean, I thought that no matter where monoprop was the thrusters would use it unless you turned off fuel flow from that tank. I also thought that they aren't "activated" at a time, but always active. Maybe passive is a better description... But, this is just weird.

This is weird, and to me it doesn't make that much sense.
