"Have a facility supporting at least 5 kerbals" - need to be manned?

So, in missions that have this requirement, do I just need to BUILD the facilities or do they have to be manned as well? I feel like I can probably build the outpost and get it in place, but I don't feel like stranding 5 kerbals on Minmus just yet.

IIRC, they don't have to be kerbed. Just capable of holding that many.

Just stick a lander can or a capsule on a hitchhiker pod.
