Tourist contracts

I've alluded to this in another thread, but decided to ask this in another thread, since it seemed unusual, considering the advice I was being given.

I started over with a new career in 1.0, and I seem to have something odd going on with my mission blend. 75% of the contracts I am being offered are tourist missions. Is this other people's experience as well, or am I getting hosed by the RNG? It wouldn't be the first time that the RNG decided to not like me.

I have a lot of low rep tourist missions but I suspect that is because I have another types of low rep contracts accepted (satellite deployment, rescue missions, flags and some tests). So to avoid a big amount of similar contracts game have to generate new ones from a limited pool. Though I'm not encountered the lack of variety in my contracts. If I don't like it I just decline it to make the game generate a new one for me.

Oh yes, that was the other part of the issue.

I'm declining them, and they are being replaced with other tourist contracts, until it stops giving me new ones. I've declined as many as 20 without getting a non tourist contract. It's only 1 time given me a non tourist contract when declining a tourist contract.

Yeah, I took a total of 20 Kerbals on suborbital hops to space on several subsequent missions on "The Spacehopper" (powered entirely by SRBs)

Then I upgraded a few buildings and built a ship to orbit kerbin, massively overbuilt it, and decided to go for a fly-by of the mun, ending up with a free return trajectory.
