No mouseover part highlight

Is there or is it simple to create a mod to disable, or add a delay, to the default part highlighting when you mouse over your ship in flight? Ideally it would always be this way in F2 mode.

If I remember correctly, there's an option for that in the KSP Settings.

Not that I can find. "Edge Highlighting (PPFX)" only applies in the VAB for some reason.
