Unity doesn't list partTools when creating a new project

I just installed Unity 4.2.2 and extracted part tools .23 to the standard packages folder. However, when I try to create a new project, partTools isn't listed in the list of packages to import.

Ideas?

Disregard but I'm leaving this up in case someone else has this issue. You can drag and drop assets into unity. For future use I then right clicked the partTools folder and exported it as a .unityPackage.
