RCS use only current stage

I have a lifter rocket with a small ship on top. I have RCS on the small ship for docking, and RCS on the lifter for take-off stability, the gravity turn, and orbit positioning.

Is there a way to use ONLY the RCS on the lifter during take-off?

Can I disable the docking ship RCS to preserve its fuel, while still having the lifter RCS active?

Or is there a completely different way of doing it?

Right click on the monoprop tank (in the VAB or on the pad, or whenever) and click once on the green (arrow?) thing on the right side of the Monoprop fuel bar. It will switch to a red x, and will not be used until you turn it back on.

Welcome aboard!

Assuming you built the rocket from top to bottom, the monopropellant should drain from the tanks from bottom to top if they are separated by decouplers. You can also right click on the monoprop tank in the small ship and click the small green triangle to disable that tank, ensuring it won't be used during ascent.
