Cannot fold back the solar panel

Something is wrong here, I can deploy it but then I can't fold it back. I added an action key command to toggle it, but nothing happens. The action menu also doesn't show a button. KSP.log has nothing.

For some reasone CKAN didn't detect KAS and KIS also installed. All mods are up to date as I can judge from CKAN and AVC

There are two types of solar panel of this size - with and without casing. To differentiate between the two, now only the one with the casing can be retracted after it is deployed.

Yeah, that's not a bug, it's intentional. The non-shrouded small panels are now no longer retractable. I think they did that to give you a reason to use the shrouded panels, other then just cosmetically. The toggle option still being in the action group tab is a bug,

Wow! I've been wondering what the deal is with my panels for a while.. jeez. The shrouded ones are heavier, yes? I guess that means they're going on the atmo landers!
