Tourist contracts too profitable?

I find that the cash payout value for tourists seem to be way out of scale with the rewards from other activities.

Last night, I completed two missions:

One tourist bus all over the Kerbin SOI

and one "deliver permanent munbase with science for 11 kerbals"

The permanent Munbase gave me 270k income, for 235k launch cost.

The tourist trip (6 contracts, total 17 tourists, Mun + MinMus landings) gave me 2.83Million, for 195k launch cost.

Both took about the same level of planning and time to execute.

Does this sound fair?

The difference is mainly that one can get a seemingly endless stream of contracts for tourism, with many duplicates. I have a "tourbus" that seats 18 plebs plus Jeb, and can go to Mun landing + minmus landing and back.

The Munbase, etc. science type missions seem to never duplicate in the contract list.

Maybe, but it's not very intersting. Futher more, Toursits take crew seats, and you can't get experience from you Kerbals when you go to distant planets.

I had a 6 tourists contract who wanted to go from minmu to mun to Duna. They mostly pay 300k each (1.5M for 1 contract) . I don't think I'll take it. Too much of a hassle.
