Taipei 101 is engineered to take sway into account, by having a 660 ton lump of steel at the top.

How would you counter the sway?

Aside from knowing the object will sway we don't know anything else about how it would react. In theory getting the rocket moving fast would solve the problem, however the biggest issue would be trying to figure out how to do it without causing problems.
