1.0.2 - Jet Engines Drain Across Stages

So I was working on a staged spaceplane, and I noticed something; despite the fuel lines I had running from each stage to the next, the RAPIERs I had were completely ignoring them. In other words, the RAPIERs on the first stage were taking fuel from the second stage, and the RAPIERs on the second stage were taking fuel from the third stage. I tried this with the two other jet engines and strangely enough while the "Whiplash" also acted the same the "Wheesley" doesn't do this.

This is a feature change in 1.0. Air breather engines suck fuel from nearly everywhere, including lower stages. It was done to automate fuel balance (which it sort of fails at) and to make sure fuel from new sources (such as wings) is also accessible.

Personally I dislike this design, but it is how it's set up now.

I see. But why doesn't the "Wheesley" engine do this, and why does the RAPIER, specifically in closed cycle mode, do this?
