So at the start you have all tech unlock except parts are much more expensive and you have a budget and science deceases cost of parts.

Think of it this way, the space race is over many rocketry R&D teams are open source you are a commercial company to buy the parts is costly but as you research, production costs less with a better under standing of the parts...

I thought, "Mystery goo landed in Eve acts like this, and gravioli detector says this on Tylo, these will definitely make manufacturing KR-2L engine cheaper." was weird, but thats really how stock KSP science goes anyway so, this seems plausible.

well obviously you have to use the parts to get experience with them on your missions and if there is a failure any where like in tranist and you fail to get large abudinces of science you have to "investigate" each part stalling research on how to improve...

This would pave the way to unlock new tech or improve your spacecraft by using science points and experiments. I would love to use my hard earned point to increase fuel capacity by a few percent, reduce engine weight through science or increase solar efficiency by running materials studies in low solar orbits.

it would be nice if like x amount of days in eve polar orbit=higher altitude scanning.

p.s if someone made this a mod that would also be very appreciated.
