What would cause a GPU's fans to not turn.

I tend to not read reviews due to a personal policy I have about them, but in the future I'm making an exception when it comes to hardware. I live in north america so whatever that does I don't know.

When it comes to power supplies, ALWAYS ALWAYS ALWAYS look for reviews, especially the more thorough ones. They will tear down the unit to its critical components, tell you what everything is rated for, do performance tests under various conditions, and generally find out whether the PSU is capable of whats on the sticker, or even capable of the ATX spec.

Since we're on the subject what should I get for a power supply since none of mine are actually decent.

Seasonic is always a safe bet, most of XFX's units are seasonic based. If you need to go cheaper still, Rosewill's Hive series is good even though they do not use Seasonic designed internals. Beyond that I'm not sure. Pick something out and we'll tell you if its good or not.

A quick and dirty first selection would be to go for a bronze rated PSU or better. It certainly does not say everything, but eliminates the biggest pieces of excrement. Also be wary if it is cheap compared to known decent brands. Parts simply have a cost and severely undercutting that suggest that corners have also been cut.

Yeah I'm not good at picking things out, it took me two hours to decide on what kind of calzone I wanted, if I stated a dollar amount would that be sufficient?

Price helps, required power output is necessary. Other things too, like whether you value silence, efficiency, looks or cable management. Oh, and what cables and plugs you absolutely need :)

Price range would be about $50, needs the extra cables for the gtx 760 and I'd like another 600W.

Yeah, that power with that budget is a bit tight. You might consider expanding it a bit to get a bit more comfortable. I cannot dive into parts now, but I will try to be more concrete a little later.

How much more are we talking? I'm not looking for a state of the art power source I just want something decent.

Add another $15-20 to the budget and you go from having mostly crap to having good quality units.

Edit: You can either stick with the entry level mid-quality units, or you can save up a bit more and grab a higher quality unit.

State of the art is going to cost a little bit more. What Cyrious says, add another 20 dollar or so and you can buy decent PSUs that will get you through whatever you throw at it without assaulting your other hardware.

Best I can do at that price point is maybe the Antec Basiq BP500U, for ~$55USD. Antec stuff tends to have FSP, Seasonic, or Delta internals. 'tis only 500w though and all frills have been sacrificed.

Raising the budget is doable, what should I be looking at now.
