radially attached parts treated as "stowed"

Using the stock service bays, I have repeatedly had parts that were radially attached to the ship refuse to operate because they "can not be deployed when stowed". These parts are not in the service bay! I have had it happen to solar panels, parachutes, and antennas. The workaround is to open the service bay doors, even though the part is usually nowhere near the service bay.

Often with symmetrically attached parts, only one of them is deemed to be "stowed," which makes even less sense.

Yes, this bug has been persistent. Some parts seem to be worse than others. I'm not sure if/when it'll get fixed, unfortunately.
