What upgrade next in KSC?

I have:
Level 2 VAB
Level 2 Launch Tower
Level 2 Astronaut Complex
Level 2 or 3 (i'm not sure mission control) (have unlimited contracts and unlocked navnodes

Now i want to upgrade R&D or Administration building (the administration upgrade is considerably cheaper 250 000 vs R&D 650 000.

But does the strategies all useful i set 25 % for outsourced R&D.

R&D. Admin is only useful endgame.

R&D.

you're never going to *get* to endgame without R&D fully upgraded. Without a fully upgraded R&D more than half the tech tree is locked.

it's usually about the fourth thing I upgrade.

Tracking station, mission control (to unlock maneuver nodes)

usually launchpad next

then R&D, by this time I've been to either the Mun or Minmus, and can't use all the science I bought back without the R&D upgrade.

I agree with the rest. It may be more costly, but I have found that it's well worth the money!

I upgraded admin, i did that before i get feedback from you, but i think it good, i can boost me fund if i scrap the found for science policy and instead use reputation for money.
