Modded Kerbal limited to 25fps

My games frame rate is locked at 25fps. The mods I have installed are FASA, KerbinSide, KWRocketry, Environmental Visual Enhancements, Chatterer and PlanetShine. My specs are 8gb ddr3 1600mhz, i7 4710mq, and a 2gb GDDR5 860m. I would prefer to not remove any mods. My OS is Windows 8.1 and im using the 32bit Steam version of KSP.

In order to determine which mod is the cause of the problem, you will have to start removing them one by one until you find the culprit.

KerbinSide and/or EVE might be a good place to start investigating.
