Not getting reentry heating on 1.0.4

I had a direct entry from a Minmus return, and I set my periapsis to 20 km, which got me safely to the ground, but none of my ablator was used up, and no reentry effects happened. I have reentry heating on 100% and aerodynamic fx on full, so what's going on?
