According to your these sections of your error.log:

Unity Player [version: Unity 4.6.4f1_99f88340878d]

KSP.exe caused an Access Violation (0xc0000005)
in module KSP.exe at 001b:00df3c92.

Error occurred at 2015-07-06_215114.
C:\Games\Kerbal Space Program\KSP.exe, run by kendall.
81% memory in use.
3545 MB physical memory [646 MB free].
0 MB paging file [3407 MB free].
2048 MB user address space [60 MB free].
Write to location 00000000 caused an access violation.

and your output_log.txt:

Could not allocate memory: System out of memory!
Trying to allocate: 572704B with 32 alignment. MemoryLabel: VertexData
Allocation happend at: Line:489 in

Your game crashed because you don't have enough memory available for KSP - a significant portion of your 4GB total RAM is being used up by the system's baseline processes.

My only recommedation is for you to upgrade your "new" computer with more RAM.

I was running KSP with chrome. I'm using 32 bit so more than 4 gb is useless

Not necessarily.

Having 8 or more GB RAM total means you can run Chrome, the base Win 7 OS and any background services, and still have plenty to run KSPwin32 without crashing or reaching the Unity 3.5GB limit.

I don't think you understand.

I am running 32 bit windows.

I'm getting windows 8.1 Pro so it's gonna be 64 bit

Win 8.1 Pro comes in both x86 and x64 flavours, so make sure you get the right (latter) one.

Once you've upgraded your OS to a 64-bit one, buy some extra RAM sticks (8.1 x64 can support up to 512 GB of RAM, as opposed to 8.1 x86's 4 GB), and see if that resolves the issue.

You could spend money on more ram, then you could run chrome with 50 tabs of whatever open and play KSP at the same time. Or, you could just close chrome and all other non-essential applications and run KSP just fine on what you have. I would probably install a 64bit O.S. asap however, especially if you like minecraft.
