Space station contract, generating power

I have made a space station that has enough seats and fuel etc. but generating power part is causing me some problems. I brought up a fuel cell thinking I needed that to get the generating power parameter and it didn't work. I also have plenty of solar panels.

I'm kinda confused on this issue, any help would be appreciated.

Having any sort of solar panels is, AFAIK, enough to satisfy 'generating power' - perhaps you also need a battery? Though I'd have thought any sort of command pod or core would satisfy that requirement. Certainly a solar panel should satisfy that.

Doesn't it have three conditions in that check (docking port, antenna, power generation)? Do you have the other two? I designed my later tourist craft to meet the minimal station requirements, but forgot the antenna first time...
