What is this? The popping out messages about recovery of part

It showing that i need part have 1200 parts in 500 stages (Sic!)

But i never build behemoth like that, and all my kerbonauts are in astronauts center and boring because i not send them on any mission for a while

this parts to recover pop-up very often some time cover the screen, it very annoying
