Yes it doesn't touch the ground, it has that freedom. It doesn't have the freedom that the first video implies or at least it doesn't deny it.

So chances are good that the floor of that skate park is magnetized. I do not believe it needs to be a fixed track, if it were a planer surface it probably works and allows for movement in any direction.
