Debug Menu Science Tally - all the science or all the science remaining?

I'm not sure when I ask the debug menu to count all the science in the universe whether its giving me a total based on the amount of science I have left to find, or the amount of science I am able to accrue in total. At first I thought it was the latter, but it tallied up "recoverable science" (which I assume is from probes I have out in the field) as a separate thing which leads me to believe it's the former

Recovering a vessel itself gives you some science - that's probably what you're talking about. It has nothing to do science experiments, neither any of your probes. Think of it as "the fact you return a vessel from a situation" is itself a standalone "experiment".

And I agree it's former based on the number I saw on my mid-late career
