Big-S Elevon's, why no fuel?

The part description says in a non-witty way "The Big-S line of wings are C7's largest lifting surfaces to date. Not only are they Sturdy and heat resistant enough to survive reentry, but also have enough internal volume to carry optional fuel tanks."

So why they no have fuel? is this intentional?

Fuel in moving parts = fail and sometimes explosions. Putting fuel in a real aircraft's control surfaces would make the aircraft very unmaneuverable as well.

An Elevon is not a wing, it is a control surface that manipulates the airflow across the wing in order to change the wings lift characteristics. If you were to put fuel in them the means in which they are moved would drastically change as the fuel was used up in turn causing catastrophic failure of the Elevon which would likely end up causing loss of control.

If there was fuel in them, they would move much slower, due to the exra mass.

Isn't the better question why some of the original wing pieces didn't get fuel added?
