Controls lock up randomly

I am having a recurring issue where I will take of in a plane fly over to the small island runway to test the plane and how it flies. I will then land take off again and return to the KSC, but when I am just coming down to land on the runway the controls stop allowing me to change the control surfaces and locking at what button I last pressed which caused the plane to crash or do loops or roll for ever and I don't know why it is doing this.
