Parachute problems

The title says most of it. LOL

Anyways, my parachutes work fine, animation wise and all, but don't seem to add any drag to my crafts when deployed.

What could I do to fix that?

Is it:

A Core game problem

or

Config issue

I'm playing version 1.0.2 with 0.4 mods, with no discernible or major conflicts to the game other than ram problems.

AOA MK2 Expansion Cockpits

Bahamuto D's mods (BDA, Adjustable Landing Gear, Destruction FX, BahaSP)

Procedural Parts

Navy Fish's Docking plugin

NavHud

Particle FX

Tajectories

Stage Recovery

TweakScale

NearFuture Solar

Tundra Exploration

Vanguard Astrodynamics (I think these three are from the same mod)

Kerbal Joint Reinforcement

JSI

Kerbal Engineer

Firespitter (plugin only)

Interstellar Fuelswitch (unsure what this was packaged with)

Crossfeed Enabler

Community Resource Pack

LeBE (I think this is just a singular custom part for a .craft I downloaded)

FAR is NOT an option as it is the only mod to cause instant crashes on a clean install. Which is a shame, I like that mod.

Edit (9/9/15):

I have tried testing the parachutes on an unmodded install with no luck.
