How do I make things rotate using stock parts?

Does anybody know of a way to make things rotate using stock parts (and, no, I don't mean SAS)? SQUAD apparently borked the one method that works, which was using the landing gears.

Actually, they only changed some code in some of the landing gears, try the small steerable landing gear, it works great. You could also try building a "cage" for your axle with structural parts, it's a bit trickier, and it has more friction, but it's smaller. I've heard that monopropelent tanks (the round ones) work, but I haven't tested that.
