Stock Toolbar is somehow connect to large FPS drop. Details Inside

It seems however hovering the mouse away from the toolbars location causes a 50+ percent drop in FPS. However the FPS is restored when the mouse is hovered back over.

Strangely enough, using Quick-hide to hide the toolbar seems to restore FPS to a 60 FPS speed. Mouse was moved from bottom to top. I don't know if a Log would help this, but I will provide it

Reproduction: Hover the Mouse over the Stock Toolbar for Massive FPS gain, hover away for the FPS tank.

In light of this, is there any other way to completely disable the stock toolbar until a solution is found? Quick Hide seems to fail at hiding from time to time.
