Best wheel for the job?

Landing gear, the heavy ones have a impact tolerance of 70m/s (but they do transfer impulses so you can't just drop from on high and expect everything to be cool). For 324T 4 heavy or medium landing gear should be enough.

The surface gravity of Minimus is 0.05g so a 324t would only weigh 16.2 tons (of newtons, NOT MASS)

I would like to move 324T of miner/refinery around the surface of Minmus. How many Rovemax XL3s will it take to support it? Or should I be using landing gear?

I keep adding XL3s and they break on the runway.

As you say, they break on the runway. Four to six on Minmus should be just fine, as the gravity is much lower.
