So this is simple. Take numerical stats and make it into a KSP engine. You would use twitch streamers.

I think that he means using random stats to make random engine settings like ISP, etc. I think the Twitch thing is just an example for maybe naming. I'm not quite sure how feasible this would be though...

Oh, I think I get it. An engine with varying ISP, thrust, etc. based on how many views a livestream has, how many comments, etc...
