What are the rules for introducing a new language in "International" ? I wanted to speak in my language.

I really don't think anyone is stopping you from speaking in any language you may choose. Whether this will be understood is another matter.

draw something on a cavern wall no need for any rules , add a some time (usually lot of time it's kinda "learned" and "learnt" to share related without expecting genetical intra-linguistic hybridation), let simmer, let the next gens relish it ; )

That's perfectly fine. The international forum exists for the purpose of allowing people to talk in their own language. If a language is popular enough we can even create a forum to keep things a bit more organised.
