Hugely overcomplicated method for ferrying two passengers to LKO.

The launcher should be doing about 900M/s ground-speed at about 20K when the Rapiers are switched from air breathing to internal O2 (2).

Then pull up to achieve a periapsis of around 50K. This should allow relatively easy deployment of the orbiter and allow the launcher to reach land.

Staging, which should be done at over 40K, releases the orbiter and activates the two monoprop engines on the underside of the orbiter. Make sure the throttle is up and then cut the engines (5 & 6)

The orbiter should be pointed prograde and the SRBs activated.

Now, there should be enough time, with a fairly aggressive re-entry profile, to get the launcher all the way down to land and also switch back to the orbiter in time to circularise the orbit.
