Hello! Here we share our knowledge about submarines,the transportation of the future!

-simpler is (usually) better
-spam the ore tanks and make sure they are full
-yes, jet engines works underwater
-wheesleys are good because of the insane efficiency and they provide way enough thrust for all your submarines needs.
-aerodynamism (or in this case hydrodynamism) is the key, because drag is pretty much multiplied by 10

I'll add that subs can be made to be neutrally buoyant. That is they do neither float nor sink while standing still. This is achieved by adjusting the amount of ore in your tanks. Sadly it is not practical to refill the ore tanks, so as you use up your fuel, you will become buoyant again :(.
-Make sure your center of buoyancy is above your center of mass, or you will be floating (or sinking) belly up.
