Wait maybe we can make many gigantic crafts collide into jool until it becomes a sun, and then make a < 60,001 interstellar craft collide into the new jool solarsystem.

^ You'd need pretty much a solar mass of ships. Imagine how many asteroids that's going to take... you'd probably have to go on an interstellar voyage just to find that many.

The basic idea is sound, doing a Jool mission under a budget.  But it needed more detail.  Does that budget include the cost of the launch vehicle?  Does this require getting into Jool orbit, or just a Jool flyby?  Does the ship need to return to Kerbin's surface or could it park in Kerbin orbit and rendezvous with a shuttle to transfer the crew?  

These are all questions that will occur to people trying to run this challenge, and they need answers if they are going to properly plan their efforts.
