how to attach fuel tank on the side like this picture?

I am new to this game and I can't attach the ring shape fuel tank like this picture. I tried the "off set" but that will move all part that attached to that fuel tank together instead of just moving 1 part at a time... Thanks!

You need to attach the Round-8 (ring tank) to the Oscar (small cilindric tank) and the attach the Oscar to a cubic strut, which can be attached radially. Just like on the engine mount you can see on the Picture.

Not 100% certain (and at work so can't check) but is the cubic octagonal strut necessary? From memory you can attach those Oscar-B tanks radially anyway.

I just tried it and it turns out that you don't need the cubic strut. Without using the cubic strut you have to attach the Oscar-B radially, rotate it and connect the Round-8 at the bottom of it. Then you have to click on the Oscar-b tank and change symmetry. I'm just used to putting anything anywhere with those cubic struts.

Before 1.05 the Oscar-b and several other parts did not surface attach.

The Oscar-B actually did surface attach in 1.0.4 (and I think back in 1.0.0). I still see your point, but mine also still stands. Even in much older versions, there were prettier and more stable ways to attach things without always using the cubic strut - the BZ-52 Radial Attachment Point, for instance, which was designed for that purpose yet always seems to get overlooked :\
