Why were Galaxy and Sundancer Cancelled?

The inflatable space station prototypes Sundancer and Galaxy were intended to be built by Bigelow to test their space station technology before moving on to making Ba-330. 

Does anyone know what these were cancelled? I mean, BEAM can test human-rated systems, and Genesis I and II have been doing well, but Galaxy and Sundancer (especailly the latter) would still seem to be necessary before building a BA-330. Does anybody know what happened, and why they are not going to be built?

Bigelow has zero customers for any of his modules. There are no inherent differences between the smaller modules and the larger, so why bother spending the R&D on three different designs when you already can't sell one.

But they would still need to test technology that were improved from Genesis I and II, right?
