This is simply rest frame. You take an object, and you move at the same speed as that object and right next to it. That's all. Fact that such a frame always exists should be trivial. And other than mathematical convenience, there is nothing special about that frame of reference.

The other part of it is that it's only locally relevant. OP was talking about relative motion, and rest frame contains no information about that.

What if an object was literally standing in one spot, not moving? It will be standing completely still in space. What do you think will happen?

Even if a hypothetical object can be completely "stationary" it will still be moving along with the motion of local space-time as a consequence of the expansion of the Universe..
