What 'resource abundance' does?

When starting a new world, there's an option for sesource abundance, that doesn't seem to do anything... Fuel ammout, mass, engine ISP and thrust remained identical. Is that for ores or funds?

I think it changes ore concentrations and nothing else.

It adjusts the average concentrations of minable resources at the various planets up or down.  This isn't just ore but any resources used by mods you might have.  Resources are distributed by biome so the amount of resource in each biome changes.  Some resources are hard-coded never to be in certain biomes (like no Ore in the oceans) and changing this slider does not affect that.  It just changes how much you find in biomes where the resource normally is.
