What UT is best for starting a game and getting transfers straight away?

So I just had a thought that there must be a UT where, if you started a sandbox game then (or started a game and warped to that point then saved it to use as a base save), you would have a transfer window to all the planets within a relatively short time. A time when you could launch a load of craft and send a probe to all the planets at once, or within a week of each other.

Has anyone already figured this out?
