RCS Thrusters

I've been having difficulty locating the API for RCS thrusters. Are they controlled in such a manner that individual thrust can't be governed independent of a rotating or translational command input, or is it possible to have them be set to individually fire (e.g. having a malfunctioning thruster stuck on and venting)?

I was wondering the same. I understand fly-by-wire concept and how to set Main Throttle, but how can I simply do a "H" key equivalent ?
