What if the Space Race took place in the 1900s?

So, my idea is that rockets are used for sending air mail, and, how about the space race starts early, someone beats the americans to the moon, and the americans arso stubborn that they try to beat another country somewhere farther out in space.

OK, bu the problem was if rockets were possible in the 1900s. Seems to be, if planes were developed earlier too.
