Jetpack vs Engineer/Scientist

Jetpack goes crazy on EVA
I'm trying to make my space station sturdier and more controllable, visible etc. So I brought a drill and a couple of other stuff (CC-RC2 and CS-RC2 connectors, lights, RV-105 RCS Thruster blocks, etc.) up to space in my kerbals inventory. I docked my ship to my station. When I go on EVA with my pilot (Jebediah) everything works fine, I can orient him using RCS, I can move him smoothly, easily. No problem. But he cannot use the screwdriver.

So I go on EVA with my engineer (or my scientist). The second I press spacebar to leave the ladder (or walk down on ladder) the jetpack starts puffing everywhere...and it wont stop... it goes crazy, and I cannot stop it... Bill or Bob starts rotating crazily and flies off the space.... What is wrong? Do you need a certain level to use jetpack or what?
