Rotate tool not rotating unattached objects

I have updated to 1.1 and for some reason now when i select a new part in the VAB / SPH and try to use the rotate tool to reorient it nothing happens. I can rotate using the key bindings but not the tool. Rotate works on attached parts still.

Is this a bug or a "feature"?

x64, on windows 10.
