Low fps in VAB

It seems like when you are in VAB settings are not applied.

For example i set textures to low, and on launch pad it is ok, when i start to play.

But when i am in VAB, textures are high and other settings, which results in low FPS in VAB.

In-game FPS is ok.

Is it Bug or intended?
